At our Target they were in the "stationery department." Ours were in the aisle with the photo albums and scrapbooking supplies. My mom's Target is set up this way as well.

I've tried so many adhesives, and usually I end up with scotch double stick tape. I love the convenience of snail adhesive and herma, but with herma it doesn't hold, and snail is just too expensive...
