First I dry embossed a piece of wax paper in the Cuttlebug Spots & Dots embossing folder. Then, using two 4-1/2" squares of Glossy White cardstock, I sandwiched the wax paper between them, and ironed at a very hot temperature ("cotton") to transfer the wax to the glossy cardstock.
Then, using a sponge in a circular pattern, I applied Stampin' Up!'s Bermuda Bay ink to the glossy surface. This brought out the spots and dots as shadow patterns. It dries VERY quickly, so I had to work fast to remove enough ink to allow the patterns to show through!
I mounted this inked panel onto a 4-3/4" Cherry Cobbler cardstock base using super strong Tear & Tape adhesive tape.
The banners were made by stamping the striped banner from "Amazing Birthday" onto Whisper White cardstock, then die cutting it with the SU Banners Framelits. Likewise, the Bermuda Bay banner was die cut. The white banner was stamped with a retired sentiment from SU's "Christmas Sampler" (1999) stamp set. The sentiment was then die cut with the smallest banner in the Framelits set.
Because of the wax and alcohol surface of the glossy panel, I used Tear & Tape to adhere the largest banner to the card front. The remaining banners were adhered using Tombow glue.
The trickiest step was attaching the rhinestones to the main panel. Again, the wax and inked surface needed something extra strong to stick, so I used a small hole punch to punch out circles from the Tear & Tape roll. I then stuck these circles to the rhinestones, and carefully peeled off the circles' backing paper to expose the second sticky side. This seemed to work pretty well; it was just tedious.
