It came as a set of two clear rulers with horizontal markings (like score lines), so you can line it up at the desired distance (1/4", etc). You place it on the bottom of your cardstock, line it up...

You can print your own message on cardstock using the RGB colors and it would look as professional as stamping.

I still don't understand the cutting part. I thought this tool was just used to align the top layer equally distanced from the bottom layer. That's the only way I use it, and I love it.
