To learn this creative technique you may find a video tutorial by Tina Zinck on YouTube entitled, SO MUCH LOVE STAMPIN BLENDS VELLUM TECHNIQUE.
Basically this technique is just applying random Blends colors to a piece of vellum and then spreading the colors with a watercolor brush saturated with 91% alcohol (or higher). The finished vellum is then glued to white CS (the liquid glue will not show through). Then use your finished vellum as a back drop or cut with dies or punches. I have done both. Give it a try. It is a lot of fun.

wow this technique is amazing and you have done a great job with it Penni- love how the background turned out and the flowers are so pretty- like something you would find at a flower show- I am definitely trying this technique

I've been seeing this technique and I just love it! Haven't tried it myself though. I love that you used the background and punched your flowers from it as well! It's gorgeous!

Wow, I am definitely in love with this. The flowers and background are so pretty and go beautifully together. I am going to have to try that technique.

This has such a soft and lovely feel with the flowers and background done with the technique you described. I believe you used it on another card recently and I loved it. I need to see if I still have any of that 91% alcohol here; since we moved I sometimes can't find stuff! Gorgeous creation!
