I started with a card base using Stampin' Up! (SU) Night of Navy cardstock cut to 4-3/4"x 9-1/2" and folded in half. This created a card that would easily fit into a 5" square envelope.
I started with the white rectangular panel that goes on the front of the card. I cut this to 2-1/2"x 4-1/4" and stamped speckled stars all over it with SU Smoky Slate ink using the stamp from the SU "So Many Stars" retired (2019) set. I then matted the piece with a black 2-3/4"x 4-1/2" piece of black cardstock.
The three stars on the right of the panel were die cut from SU Smoky Slate, Basic White, and a combination of Basic White and SU Noble Peacock Foil cardstock. The bottom star is layered with the foil star underneath.
The gray and white starts were glued directly to the card base. The blue/white star was stacked with two extra solid blue stars behind it (with the left-most tips that overlap the white panel cut off for the bottom layers to accommodate the difference in height of the white panel and the card base).
The star "swoosh" was cut from both black and white cardstock. The right part of the swoosh was layered with two extra swooshes to raise the white one up even with the left white panel. The left part of the swoosh was not layered, but glued directly to the panel.
The final step was to cut a narrow 3/16" strip that I glued to the right side of the card per the sketch.
I am rating the difficulty level as a "3" out of a possible "5" due to all the careful gluing required when layering die cuts onto a multi-layered card. I will probably add a holiday sentiment on the lower left of the card before sending it to someone special.

Very eye-catching creation. The white and navy are a great colour combo.
