I modified the witch's hat to make this party hat treat box that coordinates with the panel pull out card I made for my gs's 1st birthday. I made a paper tassel for the top by snipping a 3" x 1" piece of cs and rolling it up.

So cute! I made a little one without a bottom circle and filled it with quarters for my nieces little boy. He likes to ride rides at Walmart.
