Another for Inspiration Challenge IC286 Plates and Napkins website.
I based my card on this birthday napkin - using the same basic layout but changing everything to cream and black.
Cut out a hat in black and added some cream polka dots. Used a flower punch for the tap and added a premade paper flower. The whole thing is popped up on dimensionals. The sentiment is stamped on the diagonal alongside the hat, and then I added two rows of polka dot ribbon to finish things off.
