Refills exist for some stamp pads ... Staz On pads, all the Stampin' Up! pads ... You should be able to find something for Momento ... have you tried looking online?
Any online recommendations? This seems just crazy to me that I can't go to major scrap/stamp stores and get refills.

You know, on an ink pad that is readily available in stores, i.e. Mikes or Hobby Lobby or Joanns, I would just use a coupon and buy a new ink pad. It would end up being about the price of ordering a re-inker. I have no luck with re-inking. I do too much or too little ink.

I usually buy my reinkers from joann.com when they have 40% off stamping stuff and then I use a free shipping code. You usually have to pay sales tax, because there are Joanns, everywhere, but it's still cheaper than in the stores.
Its actually near impossible to get inkpad re-inkers in the UK. The Tim Holtz Distress ones are readily available, but thats about it. Any others we have to order mainly from you guys over there! Seems all they are interested in is getting your money for new inkpads in the UK.
Glad you were able to find a source for the re-inker. I always try to pick one up when I buy a pad. When they aren't stocked, I have my local stamp store order one and I pick it up.
