you can find a list of Sakura dealers on their web page www.gellyroll.com If there is no store close to you, you can order from this site and it will be shipped from the closest store. I tried this a week or so ago, and I got my pens in a couple days. very fast. I looked at the site an your pen is listed in their products column.
My Joanns carries the Stardust pens and the Gelly roll pens (note- Gelly roll is NOT raised- like Glaze is.) My Hobby Lobby has Glaze and Souffle, and I've seen Silver Shadow pens at Target. So Sakura pens are relatively easy to find- but finding the clear stardust pen might be more difficult. I think I got mine from joanns.com
The Stardust is actually NOT the color- it's the "line" of pens you are looking for. Chances are you want a CLEAR stardust pen, but there are actually 25 colors of stardust, when you take in account the regular, clear and dark stardust pen. It is just the line of pen that has sparkles in it!
Sakura pens are awesome though- I hope you find them!

The Clear is awesome... you can't really see it on your image until you tilt your card and then you see all the shimmer/sparkle. I love it!
I was able to find mine at Archivers and JoAnn's. ;)
I used some pens at Archivers called Twinklettes. They retail for $1.29 each or you can get a pack of four at Michaels for $5.99. I bought mine with a coupon. The pens really leave a nice shine behind and can get into smallish areas well. You'd have to look or call around to find the color you want. The pack I got was the only color choice there and the colors are orange, light green, blue and purple, I think. I will have to buy red and pine green and black and silver and gold individually at my LSS.
I have the clear and I love them. I used them for my holiday cards last year. They work really well and give just enough sparkle without being too glittery. I got mine from a seller on ebay. You can also buy them online from InkyAntics.
