I usually try to steer my business toward some of the smaller companies, but for the type of punches you're looking for, I tend to go to joann.com - I watch for them to go on sale, and then order with a free shipping code.
Wherever you eventually decide to get them, watch out for the shipping charges! You want someplace that either has free shipping over a certain $ amount, or uses flat rate boxes, because punches are very heavy for their size and your shipping charges by weight can add up fast!
I have quite a few stampin up punches, circles, squares, tags etc, however since I bought them, I have a cricut expression, so most of the time I use the machine to cut out shapes, however the standard ones or quick cards I use the SU ones.
I love SU punches. I find that the punches that aren't SU or EK Success ( I think they make SU punches) aren't nearly as easy to use and don't make nice, clean cuts. I have a few MS but they just don't cut cs very well, so I've only been buying SU or EK.
Honestly I have had my best purchases with the SU ones. EK makes similar ones but they actually cost me more at the store when I got one and then found later that SU had the same one - most of mine are the SU ones and the ones that aren't I rarely use or have tossed since because they don't work as well. Even my CM ones sit in the back of the drawer, rarely used because they aren't as "user friendly" as the papershaper/SU ones are.
EK Success actually makes SU punches. I've found some of the retired SU punches on EK's website and in the stores. I'm a SU punch person. I'm starting to get into the Nestibilities, but when I want a circle or other design quickly, out come the punches. I'm spoiled . . . my husband made a cabinet that holds almost all of my punches. Sigh . . I'm outgrowing it! I won't tell you how many punches I have, I refuse to count them.

I entirely agree with all the SU punch supporters. I've bought a couple of big punches at Michael's (don't remember which brand) but I have to turn the stamp upside down on the carpet and step on the flat part to get it to punch. And, yes, I've run tin foil through it to sharpen it up, but still have to do the step on method. I put up with it because it's a big tag punch and I like the size & shape of the tag, but hate the punch. If you have a choice, go with SU!
