My 1/16" punch is ancient, too, but I think they still sell them big box stores like JoAnn's, Hobby Lobby and Michaels. If you can't find one, a paper piercing tool should work, best used on a foam stamping mat.

If you Google it, you can see that there are a lot of places to get one - everywhere from Office Depot and Michael's to Etsy and Amazon. Prices vary widely.

I am looking for a paper punch that I can use to make small holes in my paper buttons. Any advice would be greatly appreciated.
Years ago, there was a handheld longreach punch that punched double holes, perfect for paper buttons, sold by McGill, made in China. I have one in my stash. I don’t remember the last time I used it! I think it was once popular for making holes in cards to thread twine through, or silver or gold cording.
How many layers of paper are you using for your buttons?
If it's more than one or possibly two layers, most punches won't go through, and you would have to accurately match the holes punched in each layer. An office punch would definitely go though several layers, but would be too wide a diameter of hole for buttons.
Personally I often use my old spring-loaded eyelet setter. Or, as already suggested, a piercing/ pokey tool.

I'm lucky to have started paper crafting back in the stone age LOL and I have a punch that actually punch's out 4 different buttons which is pretty cool. Also a long time ago Sizzix had thinlets that had dies that were buttons and I have those too along with just a regular single tiny hole hand punch. I searched Amazon and the hand punch's can be found if you just type button punch and usually come in 3 size holes. I also found if you type in button dies for paper crafting a whole bunch of cute dies show up with various size and shape buttons. These might be a great addition to your search.
I have something similar to what Sabrina uses called a Click-It. It has several different sized hole punches and has a two headed one that makes perfect holes for buttons. I love it as it also sets eyelets and grommets. Way more ergonomically designed than the Big Bite Cropadile.
