Default Modern Label Punch

I've seen several cards online where this punch has been used, and it looks like a larger version of the same punch has been used as a layer behind it. Would someone please share how that is being done? If they're cutting them freehand they're doing a great job!

They're using the Mover's & Shaper's dies in the SU catalog. It punches out a slightly larger version to layer the punch with.
