I bought my basic laminator for about £15- less than $20. Literally basic, has an on/off switch, no various heat /speed settings. Works a treat. Adds foil every time. It can help to add a sheet of regular cardstock beneath the item to be foiled, inside the carrier sheet. The heat is applied from above, so this can help to get the foil closer to the heat. My carrier sheet is just a folded sheet of cheap drawing paper from a pound(dollar) store pad. On rare occasions, I've needed to run something through a second time. Just make sure to let it fully warm up, which can actually take a bit longer than the 'ready' light coming on.
On another note, you can actually do the foiling with a normal household iron! I wanted to add some foil to a canvas board, and wondered if it would work. It does- just make sure to have it inside a carrier sheet, /under copier paper.
