Have done an extensive search for a US Flag embossing folder and have found nothing. Anyone have any ideas where I might find one...or is there no such thing?
You can cut your own stencil from the plate then emboss with the stencil. It is a lot of steps, but might give you the same effect you are searching for.
A quick search (Duck Duck Go) did not unearth a folder like you described HOWEVER there were some nice patriotic cards that adapted other folders into a waving flag.

If we cant find one....Do you have a stylus?
You can emboss your own stamped image using a light box so you can see thru the paper from the back. Just trace around the outside edge and the whole thing will "pop" front view. Or maybe do it with a stencil/die-trace it on the back of the CS. Just remember to do the right orientation for the front.
Also as was said, we can emboss using dies and emboss rubber layer.

I was hoping for a beautiful waving flag embossing folder for a "group" of cards I need to make really soon! Using a stylus/light box would be tedious and take waaaaay too long!
Seems there are a multitude of embossing folders for most subjects...but not his one! How about it designers....bring us a beautiful waving flag embossing folder...PLEASE!
You can create your own embossing by cutting two, three, or four of these out, gluing them together and using them to emboss a card panel. I'm going to try to link a live video that Jennifer McGuire did where she explained how to do this technique.
This isn't exactly what you're looking for, but I just received a Maker's Movement order with an Old Glory embossing plate. It's not wavy, and doesn't have a pole, unfortunately, but I wanted to pass it along in case it helps in some way. It's roughly 4.5" x 5.75", and has a Canadian flag on the other side. It's not labeled embossing plate; I honestly thought I was getting a die set. But I can't complain for what it cost.
It's currently priced at $5, but when I put it in my cart, it's $1.25 (Maker's Movement is having a very large clearance sale at the moment). I've made a few orders over the past few weeks, and I've received free shipping on everything from $25 and up (might get free shipping under $25; I have no idea, since I wanted waaay more than a few bucks worth of stuff, lol).

I only just discovered the company very recently -- this past summer, there was a thread that asked if Maker Forte was still in business, and a sweet lady accidentally posted about Maker's Movement having a huge clearance sale. I searched for MM's website, and found a zillion things I wanted, lol, and have been spacing my orders out over a few months. The order I just received was insanely discounted (even more than last year), so I've been promoting my "nice to haves" to my "gotta have" list.
I feel awful that they're in a position where they're clearancing things for pennies on the dollar. Like you said, 99% of what I've ordered is made in the USA, and nearly all of the dies and plates are my favorite color. It *is* allowing me to build a stash quickly and affordably, which I very much appreciate, since papercrafting is new to me. So, pros and cons.
