Default Editing software help

I am so very hopeful that you knowledgeable folks will be able to help me and I am sorry if I'm posting in the wrong folder!
I have been using pic monkey for some time now to create sentinments for some of my cards especially if I want to make a personalised sentiment using a name.
Pic monkey has now made their service a pay monthly service and I wondered if any of you had any ideas of any other software that I could use to create and layer text.
I am willing to pay for software if necessary but don't really want to pay a monthly fee.Thanks in advance for any help offered

Have you looked into GIMP. It is a free photo editing software.

What sort of layering do you want to achieve? If you already have Word on your computer, it's possible you might be able to use text boxes and the options for putting boxes in front/behind each other, depending what you're aiming to do.

I tried installing gimp and it won't work. Says I am not connected to internet. Any suggestions? (I am connected)
