I am trying the felted cardstock technique and cannot get the napkin, plastic wrap and cardstock to become one. I have been using tissue paper instead of the printers tablet, but have my iron on the hottest dry setting, and nothing is happening, except that I have perfectly ironed tissue paper

That's strange. The idea is that the heat of the iron melts the plastic wrap to fuse the napkin and cardstock together. Maybe your plastic wrap is a non-melting type? (I don't know if there is any such thing, but it's what popped into my mind.)
I tried that technique once and that same thing happened - nothing!! Plastic wrap woud not melt. So I just covered my cardstock in modge podge and carefully laid the paper napkin over top. Tucked edges to other side. Worked like a charm. I loved the look. Need to work gently though - can get messy.
Here are the links to how it turned out:
This first one I actually covered the front with the modge podge too. Paper Napkin Image by cjoy - Cards and Paper Crafts at Splitcoaststampers
I have always had wonderful success using freezer paper. The plastic wrap didn't work well. For a small piece, I have also laid my single napkin layer on a shipping label (3 1/3 x 4) then glued the shipping label to my card.
HERE is one of my napkin cards and HERE is a Christmas card using napkins.
I've had trouble with the wrap too - I tried two different kinds and neither fused to the napkin - it's not just you. Like Greywolf I've found the waxed freezer paper works, or I've just used spraymount adhesive.
There is a video on this technique at Michelle's rubber room just look at her archives to find it sorry l don't know how to post a link just goggle her.
I've had success with decoupage medium (e.g. Mod Podge). I put a layer on the cardstock and a layer over the paper napkin once it's adhered to the cardstock. I separate the layers of napkin so that I'm using single-ply. That's how I've always done it, and it works pretty well. You have to be very careful, because the napkin tears easily - especially if you're working with a single layer. Hope that helps.
