Lumiere?

I love the technique for Photo Altering B&W photos with Lumiere and PearlEx and have been dying to try this out on my own. I found PearlEx at Pat Catans, but can't seem to find Lumiere anywhere (I checked Michael's, Jo-Ann's and Flower Factory). A few questions:
1. What is this Lumiere stuff?
2. Does anyone know what color Lumiere to use for this technique?
3. Where can I buy it locally in/around Cleveland, OH?
4. Is there something I can substitute for it?

I was selling my pearl-ex powders and lumiere on my list for $20 including shipping, but you can my jar of Lumiere if you want it. I have about a 3/4 jar full of Lumiere if you want it you can have it for $2 plus shipping....$1.50. LMK

My JoAnn's carries it - it's just a little hard to find. Not in with the stamp stuff or even the paint stuff, but in an area with fabric paint, purse handles, Liquid Applique, rhinestones, etc.

I know this may be a no-no for reasons I don't know about, but I couldn't find Lumiere a while back and bought some Plaid brand Folk Art acrylic paint in white pearl metallic for way less than half the price. It worked for me just like the Lumiere did, but I admit I had only used it once at my friend's house. I don't know if it will do everything like Lumiere, but I used it on glossy cardstock mixed with re-inker for a technique that was in the Stampin Up magazine way back and it came out great. I even tried it on regular cardstock and really liked the look.

I just took a piece of crumpled Saran wrap and pounced some paint on the paper, then used a sponge to add some soft colored ink - I did a piece of pink, a blue, and a yellow. They made beautiful backgrounds. I think the paint was less than $2.
