I made these for Teacher Appreciation Week last year (wish I'd taken pictures). I put double sided tape on the back of two nuggets and stuck a skewer in between and just sort of "smushed" them together. HTH!
PS - This was before I "discovered" red line tape. If I did it again, I'd use the red line because it's so strong.
Make some icing sugar, don't add too much water so there is still powder.
Put the mixture into the microwave, and use for 10 seconds. Mix and see if it is runny, thick but runny. If not reheat. Or add 1 tiny drop of water and reheat. 10 Seconds only, each time.
You can use this it sets in 10 seconds. So be quick. You can reheat it but will need another drop of water, so only make a little at a time.
The tutorial is a great idea - but I wouldn't do that. It can NOT be sold since the wrapper is torn. When I had my party store we made these all the time. We used the clear cellephane wrap that you use to wrap a gift basket with to wrap all kinds of candy (Hershey Kisses mostly but we also did hard-tack like the peppermints, life savers, etc). We would cut the cellophane up in squares to go around the candy, twist the bottom this would be put on a stick with floral tape or the faster way for us was to "pick" it. We would use the floral pick machine - set the cellophane in it and put a pick on it. Some candy we could pick the wrapper like jolly ranchers, peppermint hard-tack, totsie rolls, etc. If we wanted the candy to stand up taller in the bouquet we would tape it to the stick. We never put the stick into the candy. Once the paper is torn it will pick up dust and dirt - and where has the stick been? Are they clean enough to eat off of?

I wonder if this technique would work to stick unwrapped peppermint patties to a scallop paper circle, now that we can't get York's with a wrapper anymore.
