I'm sure there are many ways to do this but here's the directions I have copied from somewhere.

*This box was made for Kleenex brand square tissue box*
Supplies needed: CS, B&T, oval stencil, adhesive, scoring tool, any
embellishments you choose, punch outs/ stamps, etc.

For sides, cut 2 pieces of CS or B&T 5"x12". Score each piece 4.5" & 9".
Wrap around sides of tissue box & glue. Put shorter ends to the inside. I
used brads to attach one side, Tombow down the other side. This cover will
slide right over the tissue box.

For the lid, cut a 6.5" square of B&T, glue to 7.5" CS for stability. Score
1 3/8" each side. Cut oval from center. Cut in to fold line on each end,
adhere tabs to fashion lid (like a box pattern). Slide over top of tissue
box. Embellish if you choose.
*Try different papers for the sides & lid. Use B&T for sides, different B&T
or CS for lid. Try stamping the sides & use matching B&T or CS for lid or
vice versa. Score B&T VERY carefully, it tears easily.

I believe that it is "Background & Texture" paper. Am I right?

Yep, B&T = background and texture paper.

You can always use cardstock though and stamp it up to your liking
