Default how is this done?

I have seen this often now and don't know if there is a tool for it or not?
Does any one know how to make the wavy stripes on the scrapbook layout in the may online extras issue. is there a tool for this?
Thanks.

I haven't seen a picture of what you are talking about but Fiskars does make a crimper that has a wavy design. Could this be it?

it can either be done free hand or there are other items that I know of NON-SU (BoBunny Flex Ruler and CM wave pattern)
