Question How do I create this inked background?

I saw this card on Pinterest and wondered how the inked background was created. The OP is a SU! demo and posted it on Stampin Connection. Does anyone know how this technique is done.

Can you link a blog post with how-to's?

TIA,
Kelli

That looks like sponged ink splattered with water to me. I'd sponge the darker blue ink in the centre, the lighter one at the edge of that "blob", splatter with water (flick it off the end of a paint brush), wait a few seconds then blot with a piece of kitchen paper or a tissue. Distress ink works brilliantly for this, other dye inks will work with varying degrees of success - try on a scrap first.

HTH!

It also looks like they might've either dotted on some white gel pen or flicked on some gesso/Picket Fence distress paint.

Yes, I think you're right - I'd probably guess at the white gel pen as the dots are more uniform-looking in terms of size than you usually get from a flick!
