I just usually "fake" this-measure the width of the bag and then figure out how tall you want the topper to be and double that measurement. I use copy paper to experiment with and use it for my pattern on the cardstock. Cut out, decorate, fold in half, place on bag and I usually staple it in the corners to keep it all together.

Default Wrapped Hershey Nuggets

Have you ever tried the labels wraped around hershey nuggets? I did these for a friend last year for graduation. They were really neat. We wheeled the entire sheet of labels and then put them on the nuggets.

Our lives are stressful enough without creating it unnecessarily -- I don't think there really is a "correct" set of dimensions. I just measured the bag, made the cardstock for the topper a bit wider, and then based the height of the topper on the size of the stamped image I wanted to use!
