Normally when you buy clear stamps they are made to cling to an acrylic block but I have some clear stamps which I bought from a particular company at a Craft Show and they are not meant to stick by themselves. For these stamps I use some Tombow gluestick or a piece of double sided tape which I make sure that I clean off with a stamp cleaner straight after use. This works fine but certainly is not as handy as other makes which automatically 'cling'. If yours have lost their 'cling' through use trying washing and if not try some some glue. Hope this helps!
A little liquid soap and water on the stamps, carrier sheet and block should restore the cling. But it's weird they are new, it usually happens to used stamps, they get oil, dirt, etc on them and it needs to be removed.
A tip- wash stamps in a colander so they don't go down the drain
Just to clarify things here is how the stamps are available on the market.
Wood mounted stamp - rubberstamp with the cushion and glued on a wood block
EZmounted stamp - rubberstamp with the cushion but not mounted so the back of the cushion will stick on acrylic blocks
Just rubber stamp - nothing else than the rubber so you can buy the EZmount cushin (also call cling) to use them with acrylic blocks OR buy the cushion to permanantly mount them on wood OR use repositionnal glue to have the rubber to stick on a acrylic block and I use a foam pad underneath my cardstock to have a good print.
Just rubber with EZmount adhesive (I only know of Inque Boutique which sells that kind of stamp but there is maybe other companies). So I also put a cushion underneath mt cardstock to have a goon print but when you purchase a kit they come with it. I also keep this cushion to pierce my paper or cardstock when using brads.
Acrylic stamps (also called photopolymer stamps) - so these are clear stamps which they will stick by themselve to acrylic blocks. If they do not stick anymore just clean them with soap and water and let them air dry they will stick again.

I stamp with a lot with clear stamps from a lot of different manufacturers.
I found that kind of like rubber, not all clear stamps are equal.
Some just stink because of the manufacturing with uncrisp images and not being sticky period.
Others are better and do.
I love my clear stamps, everyonce in a while- I have to toss them in a cookie sheet with mild soap and wash them- then let them air dry. (patting them with a towel or cloth will "linty" them up, even though it won't be visible. Then I wash off my blocks really well. My stamps work fine after that. Hope this helps!

You're right. Not all clear stamps are created equal. Companies like MFT and Papertrey Ink use high quality photopolymer technology. Some cheaper clear stamps are made of other types of plastics. They are not the same. They don't take ink as well and they tend to not stick the same way.
