Small orange Fiskars scissors. Most important tip to remember is: never cut paper with your ribbon/fabric scissors, paper dulls the blade. It's worth the investment to have two pair, I also like these for detail paper cutting.
I think the most important thing is to keep your paper & fabric/ribbon scissors separate...my cloth ones have colored handles & when others are over to share my supplies I tie twine on the handle of the fabric ones to help others to keep from ruining them on paper.
Any brand new sharp pair should be fine for that. I have a pair I got in a set at Michael's for not a lot of money-- they have one little notions wall in mine.
But, like everyone else has said, you have to mark them and not use them for anything else.
I have those stampin up scissors. love them. I tied some ribbon on the handle and they have only cut ribbon over the years. no frayed edges even if I don't pull the ribbon as I cut.

This is the one I have and is much sharper than cutter bee ( I have CB too).

I use Henckel scissors for my ribbon - they were in a gift set I got because I used to sew a lot. The are only used for fabric or ribbon and the are extremely sharp.
I use Gingher scissors...like others, just for ribbon. Bought it at Joann's with a coupon. I like that it has long blades, it's sharp and lightweight and the handle is comfortable.
I have a small pair of scissors that I bought for less than �5 but I make sure that I only use them fr ribbon, lace, threads etc. Paper will blunt any pair of scissors so don't use your ribbon scissors for cutting paper, whatever you get!
In my house I have everyone trained to ask first! Woe-betide their souls if anyone uses my fabric scissors for paper ..especially my good Ginger ones. LOL
I use the stampin up scissors. They are awesome. I am also a quilter and use them for fabric also. Gave my daughter a pair for sewing and she requested a second pair.
Those Stampin' Up! Ribbon Scissors cut like buttah!! I LOVE them. I have a ribbon tied around them and remind my stamping friends they are ONLY for ribbon-NOT PAPER. They are truly heavenly.
I use 5 inch embroidery scissors to cut ribbon and sewing shears to wide ribbon. I have quite a few since I've been a stitcher for over 36 years!
But if I didn't have those I would invest in another pair of the SU shears just for ribbon.

Someone used my scissors to cut wire and other things they were not meant for, and I could barely cut with them. So I used the scissors sharpener, and now the scissors work better than new, and they are sharp! The sharpeners are inexpensive, too. I just looked them up on Amazon and they had one for $6 and one for $8. They don't look like much - but they work!
Like many others, I tied a ribbon piece around the "ribbon only" scissors. I have two, the small orange Fiskars, and the Westcott Titanium - as it is also non stick.

I use that scissor sharpener. I use to cut fabric at a store when I was a teenager. Every night we sharpened our scissors with the Fiskar sharpener. A sharpener is a must have tool in my art toolbox.
My DH also sharpens knives and scissors. He has all the tools. He gives my scissors a professional sharpening every few months. My scissor collection is so sharp you could cut your finger off, lol. Even my cheap o' Dollar Tree scissors. I like sharp scissors. That's my crafting nitpick thing.
I bought a pair of the Fiskars Soft Touch Spring Action scissors several years ago and they still are my favorite for cutting cloth and ribbon. The "spring action" makes it easier on your hands and has a sliding lock for safe storage. I marked the blades with a note that reads "Not for Paper or metal" and have warned my entire family that these are for cloth only and so far so good. Lol.
I have to agree with Mrs Noofy! Lord help the person that cut anything with my Ginghers! They are reserved for fabric and ribbon! My paper scissors are always too messy to cut ribbon.
I have been looking at Stampin Ups large crafting scissors and they are 30.00. Not sure if they are the best for the money. Thanks for your help!
When Stampin' UP! came out with the Ribbon Scissors I got a pair using some hostess benefits. The day they arrived I pulled my kids into my stamping room and had them laid out on the grid paper. I told them that if they ever came in my room looking for scissors and that they were the only scissors on my desk, they were under no circumstances to use them. That I was only going to use them for ribbon/fabric.
To this day those scissors cut as beautifully as they did the day I got them. My kids call them my Good Scissors and don't touch them. I think they are worth every single penny.
