How "portable" are you looking for? One that will cut 12" papers, or a small one to cut mats and such? I had a Creative Memories mini guillotine for years that I loved. I was going to replace it recently but the shipping was ridiculous, so I went looking and found THIS on Amazon. I've been very happy with it!
My go-to has been the Creative Memories portable trimmer. I replaced it at a sales time 2 years ago. Best blade for me! Ask me how many finger slices I have had as I try to remove my residue from adhesive where I trimmed... But it is my fav tool for trimming. A friend gifted me with a heavy duty guillotine cutter for the larger jobs.
I own 3 tonic guillotine paper cutters.........one large one and two smaller, more portable ones.........I bought two more of the smaller ones and stored them away "just in case".........they are my absolute favorites of all the ones I have ever owned.
I still really like the SU trimmer. I've tried so many and this just really works well for me. It is very portable, true cuts, nice for cards and scrapbooking.
I have a couple of guillotine cutters, a fisher and then I have the Cutterpillar Crop. I have gone through ENDLESS amounts of Fiskars, american crafters, etc. I got tired of blade replacements. It initially sounds pricey, but there is a way to get it really really cheap.
I just reviewed to see if this is still the way I got mine. I went to Jet.com. It's like 83.37 in my zip code right now. If you've never ordered from them or only ordered once, there is a %15 off coupon on your first (3) orders. Because it's over $35 it is free shipping. There also may be other coupons that you may find in your zip code. Now, I make cards, mini albums AND I make an occasional 3D paper project so I do cut me some paper. I HIGHLY recommend this paper cutter. It cuts chipboard etc. When you cut chipboard you can run the blade along the side back and forth several times and since it is self sharpening boom it's sharp again. The more you use it the sharper it stays. The will replace the blade if for free if you ever have any issues. There is a learning curve the first few times you use it, but after you get to know it, you will never want another cutter. I love mine. Watch a couple of videos. It's absolutely the best.

I also have the Cuttepillar Crop and like it, but don't think of it as a portable to toss in a tote because of the weight plus the bar that holds the rotary blade sticks up about 4" (3" from the top of the platform). I got it when it was a Kickstarter project and the owner/manufacturer said that no cutter is truly self sharpening but this stays sharp an extremely long time. I'd agree.
I was pleasantly surprised by how much I like the Cricut trimmer with the pull out arm. Got it free in a bundle with my Explore. I have had it over a year and take it to weekly 'meet ups' with crafting friends. Two of the ladies bought theirs on my recommendation and are happy with it also. It has no rubber replacement thing for the track. My cuts are nice and clean. Haven't had to replace my cutting blade yet. Don't really use the scoring blade because I use my bone folder or stylus in the track. It is only about $15.00 regular price but you can buy it with a coupon at JoAnn's/Michael's/Hobby Lobby or when Cricut items go on sale. (Yes, several of my 'big box' stores honor coupons for Cricut items.)
For a smaller trimmer, I loved my Fiskar 5". I have since changed to using the Tim Holtz 6" Tonic because it accommodate 8 1/2" paper so I have a 5 1/2" marking and can cut an 8 1/2" x 11" in half for an A2 card base.
To take to workshops or classes where most paper is cut to size, I use my small Creative Memories trimmer to 'tidy up'. There was a woman who comes infrequently to my LSS that was selling off her CM stash and I got another small trimmer for back up.
