I use it all the time, full strength right on the back of the rubber. I use an old cookie sheet to lay out the cut rubber and spread it on, a little goes a long way, of the back of the pieces. Then I can lift the whole cookie sheet up and move it to a safe place to dry. Works like a charm.

I also use a cookie sheet to do a bunch at once, I lined the cookie sheet with waxed paper to help with the mess a bit. I water my TIO&O down a little bit, it's in a separate container that my sponge brush will fit into and I just mix more as needed.
I paint mine on full strength with a sponge brush. I try to rinse out all the glue from the brush when I'm done, but if it's not coming out, I toss the brush. They are usually found pretty cheap (10 for a dollar).
