Depends on whether or not the die is open so you can see the stamped image. Or if you cut first are you using clear stamps to see where you are stamping on the die cut.
Generally I stamp then cut. I found that I have trouble lining up the stamp if I cut first and I don't want to have to use a stamp aligner - I'm all about easy

If the die is open like Nesties I LOVE the magnetic platform, so I can stamp then cut easily. All others I use my Stampamajig to stamp after cutting. I find that I use it on almost every card for something! It's always on my worktable.
Neither way is easy, in my experience, but I'm probably too picky. I don't like the wide flashing around stamped die-cuts in any case, and making it exactly even around the entire die-cut is a test of patience that has taught me I don't really need the sets of stamps with dies.
I made 20 cards using one of the sets that has the car die and the stamps with which you can make either the front or the rear of the car. " Practice makes Perfect", I thought." Even though i practiced on a sheet of computer paper first, I never got the stamp exactly right so the margin around the side-view mirror was perfect. Life is too short to fiddle with stamping die cuts.....we have soooooo many easier toys to play with. :-)
I stamp and then cut. It is SUPER easy with some of the open centered dies. For example, the SP dies are specially designed so that the edges of the stamp will line up perfectly with the inside edge of the die. I think a lot of the open centered dies are being designed like this now.
I have a butterfly die and stamp from ODB. It came with a plastic butterfly too and I couldn't for the life of me figure out why they included it, until I watched this video. I guess you place the clear plastic over your stamped image and mark where the holes are and then line up your die. So I learned something new today too!
