My 16-1/2 year old dog Jessie passed away suddenly and unexpectedly several weeks ago, and we received a card from my SIL which simply said on the inside:
Thinking of you with love and sadness as you come to terms with parting from Jessie
On the front of the card, it simple said: "Thinking of you"
I really appreciated the inside - it wasn't over-the-top - it was just right for how we felt. Hope this helps.
When our Twinkie passed away last December, our vet sent us a card and on the front was an illustration of a cat and go looking up. The saying on the side made me cry.
As I lost 2 dogs both prematurely in less than 2 years, I would suggest using the words "family member" rather than pet. In many (if not most), households the 4 legged fur members are family and not just a pet. For a single person it's a companion. For children, many cases it's their best friend.
Words to the effect of Thinking of You and/or They will Live Forever in Your Heart, I feel is most appropriate.

P.S. In my case, I was more attached to each of those dogs than I was to human family members. They were my family.
My friend just lost her dog - Brandy was a real member of their family and it was terrible hard for them. I like the saying "they will live forever in your Heart". I think that is a heartwarming saying for the loss of an animal family member.
