I think they are like many Stampendous stamps and are licensed.
They are manufactured by Stampavie. This is from Stampavie's website.

I normally take that as there is no Angel policy without express written consent, though I am certain someone will correct me if I am wrong.
As a seller of these lines, I get asked this a lot. They do not have an angel policy, which means you are not allowed to use them for craft resale items. It's a bummer but because they are licensed it's a no-no.
Hope this helps you!

The Stampavie angel policy is based on the contracts with the individual artists. At this time, this restriction includes the Sarah Kay and Rachelle Anne Miller stamps, however, it is possible that future artists that sign with Stampavie may allow their images to be used for resale by stampers.
I think the images from Sarah Kay and Rachelle Anne Miller are beautiful. I e-mailed 7kidscollegefund and found out that they don't have an angel policy. I've decided to stop buying stamps from companies without an angel policy. If I pay good money for a stamp, I feel that I should be able to use it on a couple of cards and earn a few dollars--heck, the money just goes for more stamps anyway!

I agree...hence the reason I don't own any Whipper Snapper stamps and it just kills me! Looks like I have just added a couple stamp companies to my list! :(

I feel like a should probably clarify my point. It's the Rachelle Anne Miller and Sarah Kay stamp companies that don't have an angel policy. The woman from 7kidscollegefund was very nice and replied to my email with a list of the companies they carry that do have an angel policy. ;)
Rachelle Anne Miller now has an angel policy for her Stampavie stamp images.
Here it is:
This policy is intended for stampers who love to craft and want to make some extra money on the side by selling the cards they produce with my designs. In order to continue to protect my rights as an artist but also allow a bit more freedom for you, there are a few guides to follow with this new policy (see below). I hope that by doing this, itll allow many of you to continue creating beautiful cards and perhaps even earn a little extra cash on the side :o)
The following restrictions apply to our Angel Policy:
1. Each project should be crafted by the individual and must be hand stamped.
2. Any artwork created using Rachelle Anne Miller designs must not infringe third-party copyrighted material. The artist must accept full responsibility for his or her artwork.
3. Electronic, mechanical, freehand, or graphic reproduction (such as scanning or photocopying) is strictly prohibited.
4. A maximum of 100 hand-stamped items is permitted.
5. Credit for the stamped images and Rachelle Anne Miller by STAMPAVIE must appear on the back of your items.
6. Rachelle Anne Miller or STAMPAVIE may amend its policies governing the use of its copyrighted designs and images, including the Angel Policy, at any time. Amendments to such policies are effective upon publication unless otherwise noted and will be posted on the official Rachelle Anne Miller or STAMPAVIE website. We reserves the right to deny or terminate permission to use Rachelle Anne Miller designs and images with respect to any particular person.
