if you send an e-mail to someone and they just send it back blank-what does it mean?

Regular email? It probably means they accidentally hit the "send" button before they typed in their reply. Actually - that's probably the case in IM's too.

My mobile email has issues with one person's emails. When she sends me an email, it comes out completely blank on my phone, but if i open it on the computer, there's a message there.
If it's not something like this, then the person probably hit the send button too early, but i would think they would immediately send a new email with the message that was intended. Or the person had a 2 year old messing around on their computer - ive had messages and phone calls from people's children playing on their phones and computers.
