I got this question from a site visitor and I'm stumped as well - maybe someone else has seen what she's looking for...?

Thanks so much for everyone's help with this. The dies that I saw do not have handles on them like the Avery Elle one, and the die cuts looked vey much like the the ones in the tutorial link that Emily/SkyNacho sent. There were 4 different dies, each one with a different edge, and I think the most recent one had a scalloped edge. My first thought when I saw it was...Oh, how easy to make…I don't need a die to do that. But of course it takes more time to make than I thought it would and now I wish I had bought one.
Thanks also for the hint to look at past browser history, but it as more than a month ago when I saw it. I'm not sure how far back history goes but I'll give it a try sometime this weekend. I'll be sure to let you all know if I ever do find it.

Oh, good grief. I just noticed that it says Glitter Queen under my name. That is NOT who I am. I hate glitter because it always gets in my eyes and then I have to run to the eye doc to have it flushed out, so I do not use it.

I don't think these are what you are looking for because there are only 3 available, but I could see where they would work the way you described if they were folded in half and slipped over the bag handles, so just in case someone had that idea and posted it on their blog: Card Hanger Dies

I do something like this but I use the word window punch not a die. I have one posted here in the gallery and another one on my blog.
...but I have never seen those used to top a bag. You might be able to do that on a small bag, however. Lauri Willison makes them, so check those out here:
Yes, Yes, Yes, Yes, Yes! This is the website I saw and couldn't find again. It's amazing how you can find what you want when you search for the right thing. Isn't it strange that what I thought was a die to make something to hang over the handles of a gift bag was really a die for placing on the bag itself to hold a card. I just love the way things change in my mind from one day to the next. Being 73 years old sure does have its drawbacks. LOL Hugs to everyone who found the same site and some other links that are for similar ways to make one. You are the Best!

Well, I see that I didn't reply correctly because there is no mention in my thanks as to whom I was thanking. I thought the original message would show but I guess when I deleted the gibberish in the reply box I deleted the original. I'm sure I'm not using the correct terminology but hopefully you know what I'm trying to say. I am so challenged when it comes to doing these kinds things. The SoapBox Creations site with the card hangers is what I was so excited to see. That is the site where I saw what I remembered, erroneously, as a die that fit over the gift bag handles. Thanks to the girls who included the link in their posting. And thanks also to Kilroy, too, for showing how to make one without a die. If I slighted anyone in my thanks, I'm sorry. Please know that I send thanks to all of you for your help.

HelenB, I am so glad that the combined power of Splitcoast was able to help you find what you were looking for! Sometimes it really helps to ask a question on a forum with people whose minds go of on a similar tangent to yours
Just wanted to say this thread inspired me. I needed a small gift bag for a birthday. I took a plain little craft lunch sack from the Dollar Store and fancied it up.
I cut a piece of fancy patterned cardstock in a square the width of the bag, about 5-1/4". I used a die to scallop one end, and scored and folded the other end about 1".
Folded the top of the bag over, folded the cardstock over that, and punched two holes through the whole thing. Threaded polka dot ribbon through and tied a bow. It looked very cute, and took only minutes to make!
