Congrats on the birthday. Toddlers are my favorite! I don't have access to any pictures right now so I'll do my best to describe what I'm thinking of. What about a square 4 1/4x4 1/4 card decorated in whatever theme you'd like are you doing a themed party or does she have a favorite character?) Stamp/decorate/print a card size envelope (A6?), seal it and then cut off 1 or 1 1/2 inches the short end. Use a paper crimper or an embossing folder on the larger portion of the envelope and use the smaller cut as a "lid" once the card is on the inside.

ha! Found the tutorial

Crimped Envelope Pocket Card

In my searching I also saw a youtube video for creating an envelope for a 4 1/4 card that adds patterned paper to a cut a6 envelope.

Envelope for a 4.25 card

These don't give specific examples of thems or ideas, but I think the smaller square size would be so cute for 2 years old. Depending on how many cards you need to make, a large chipboard "2" with collaged black and white photos of her year would be cute.

If you don't have a crimper/embosiing folder, just fan-fold/accordian fold the bottom part of the envelope. The goal is the make the bottom slightly smaller or a little collaspible so that the smaller top section will fit over it.
