I've never seen directions but I've tried it and this is what worked for me. I don't have a card uploaded with the technique.
First you cut the square on three sides (used the Cuttlebug) and use the tan mat to stop the cut on the fourth side at a desired point in the square. Now place and cut the circle using the mat to stop the cut.
So you're rolling into the machine on the opposite end of the mat.
Then cut to the circle on each side with the paper cutter.
That is cool looking. Have you looked on Lauren's blog to see if she explains it there or contact her. I would guess she would be happy to share how she did it.

Ok, I found her blog post regarding this project. Check here. (It is a long blog post, page down to find the correct project) She does not say how she did it, but she does list in the items used: scallops, square & circle nestabilities and coluzzle. I'm guessing she used the coluzzle to get the 1/2 circle.

i've seen several tutorials on partial cutting with the nesties. here's one from Jay's blog, but it's not the one i'm thinking of. i'll keep looking.
well, i've been searching and can't find the actual tutorial i had seen previously, but hopefully my info might help. while i think the OPs question has been answered (card probly used the coluzzle) you can have similar effects by partial cutting with spellbinder's nestibilities dies.
decide on your stamped image what you DON'T want cut, and use the spellbinders tan mat between the paper and the die, placing a corner over the area you don't want to cut. when placed into your machine, the actual die will push into the mat in the masked area and won't cut or emboss the paper but the die will cut everything else.
I'm thinking maybe the top layer is a coluzzle trick and the back layer is two pieces: the square is just cut like normal, and the scallop circle is a nestie. That's my theory!
