I know how to use the glue pen and glitter. I also know how to use the embossing glitter, but there is another technique out there that makes the glitter look like it's frosty & just sitting on the card but when you run your finger over the image, nothing comes off. HOW DO THEY DO THAT? I'm stymied.

Sounds like heat & stick powder with dazzling diamonds. You stamp with ink or versamark, pour on the heat & stick powder. Then you heat, sprinkle on the glitter and re-heat to set. HTH!
Could they also be using Stickles? My demo just showed me a card with it and I went out and bought 2 bottles - haven't used it yet. It goes on like glitter glue, but dries flat.
Glitter painting - Basically, you stamp a stained glass image on one side of acetate using Stazon or black embossing powder, and then paint on the "back side" with different colors of glitter and dries clear glue. When it's dry and mounted on your card, the glitter is contained and the image is still very glittery and pretty, but it takes a while. Here are some examples - the second one from the bottom of the page gives a detailed explanation:
Kaleidascope, Iridescent Sparkle or Holographic embossing powder will give an edge to edge glittery effect that won't come off. All you have to do is use your Versamark pad in a DTP technique by stamping the pad completely over the surface that you want to have the glittery/sparklely background, cover entirely in one of the above-metioned embossing powders, shake off excess and heat emboss. Your CS color will show through the glittery layer along with anything that you stamped beneath it. Make sure that you use a super sticky adhesive on anything that you want stuck on top of the embossed surface.
Packing tape works like this too. You have to have a frame or something to glue it to because you are using the sticky side on the outside. I use Dazzling Diamonds. I don't have a Xyron and I think two-sided paper is so expensive. Gay Howe
