It's Alfred's Birds. I couldn't find it at an online stores (doing just a lazy Google search); just on Ebay.

I guess it is by a company called Craft Concepts, under a line called Ornate Treasures Collection, and it is an Australian company.

I bought this folder from Susana's Custom Art and Card Design, Susana's Custom Art and Card Design, an American online store. She still carries Craft Concepts, but this folder is not in stock.
