It probably depends on what kind of stamping that you do...I have all of the classic pads including the in colors, but I only have whisper white and very vanilla in the craft pads. I never use them.

I have the complete SU classic pads in the large size, and a complete set of craft spots....plus a few colors in craft in the large size. It was a happy day when I completed my collection!
I use the craft ink for scrapbooking and embossing, and whenever I can afford the drying time. The colors are a little more vibrant to my eye, and they don't fade as much.
The spots also give me the ability to have all the colors with me when I travel in a small, compact box. Love that!
I bought all of the classic pads first and the craft spots so I could emboss in color. I eventually got a bunch of the large craft pads and haven't really used them much?!
I have all of the Classic ink pads and all of the Craft ink pads, but I rarely ever use my craft ink pads. I'm even thinking about selling them, but I'm not sure yet. I keep thinking that I will use my craft pads, but the only craft pads I end up using are the black and white. If I had it to over again I would not have purchased the craft pads.
I have been thinking of doing what Rose Ann said above. I have mostly classic pads, except for the white craft pad and a few random craft spots. I'd LOVE to start "collecting" the craft SPOTS so I could have the full collection in craft without buying the whole pads because I just don't use craft ink enough. I do think if you do a lot of embossing, you should just go ahead and get the craft pads.
I seem to be opposite of everyone else. I mostly use my pigment ink pads, hardly ever dye ink, and never have to wait for my images to dry. I like the feel and coverage of the pigment pads much better. The results are more vibrant, and piment ink is more versatile cause it can be embossed.
I have a full set of classic spots and two families of craft spots. I plan to eventully get the full set of craft spots. I use the craft inks for clear stamps, embossing, and for use on darker card stock. HTH!
