I have never had the situation that either of the previous people has said, but when asking my post office about it (I live in a large city where they don't have contractors and such), if you ask about delivery confirmation --they will just shrug and say, it's not a guarantee, only a simple notification and does not mean that it was delivered or verified that it made it to the hands of the person you specified. If you need the guarantee, then you need to pay the certified mail expense and if you want it guaranteed and verifiable, you must pay certified with a reciept.
It's pretty sad. It's basically a very loose confirmation that it was delivered. but if it is never scanned it, then the post office will do nothing. If it is delivered but delivered and damaged (i.e. one time I got a box that was delivered to me, but busted open and half the stuff fell out!! but the seller had his receipt and confirmation!!) One time I mailed a package and it just was never a confirmed delivery.
It's frustrating if you don't get the right answer and double frustrating when they say they sent it and you don't have it. If you know your neighbors, maybe try checking some of them...
