Hi: I am not sure of proximity, and it's not an outlet, but a store that deals in all things paper. Love to cruise the Paper Source Store online--have't made it to a brick and mortar store.

In San Francisco proper, there are few options. Cherish (though I have heard rumor it is for sale so don't know what's happening there) which is a scrapbook centric store. Lots of papers but a limited selection of embellishments, stamps, inks etc.
Flax and Blick's are both large art stores but carry some crafting specific items.
Paper Source is a nice store but has a limited selection of stamps (all wood, no clear or cling) but has a decent selection of inks, pens and some embellishments. A lot of gorgeous papers but they are huge sheets, not 12x12s. They also have a huge selection of pre-folded card blanks and envelops.
There is also a small shop in West Portal (forgetting the name) that carries crafting things but it is geared towards kids (the women owns a toy store just a couple doors form this store so this is a spin off of that) but she has a nice, but small selection of stamps (a lot of Hero Arts), inks, embossing supplies, papers and stickers.
The south bay (where San Jose is) has a larger selection of crafting stores. I have looked them up on the web but have only been to the Cranberry Hill Mercantile. Worth the trip! Tons of great stamps, inks, embellishments, papers! Just fantastic. Wish it wasn't over an hours drive away since I don't own a car :(
I just got back from San Francisco and discovered a few crafty stores! I'm writing up a blog post with pictures.
Some of the neat craft stores are: Britex Fabrics close to Union Square in downtown San Fran
(They have 4 floors of fabrics, felt, ribbons, trims, lace, seam binding, buttons, from within the US and around the world. It's a one of a kind store, not a chain. Truly awesome store! Staff is very helpful too.)
Paper Tree (in Japantown in downtown San Fran)
Sells speciality papers, including origami papers
A few art stores, as some have mentioned: FLAX, Blick and Utrecht.
There are also a couple of craft museums.
Museum of Craft and Folk Art (small, more like a gallery)
San Francisco Museum of Craft and Design (contemporary)
There is also a scrapbook store across the bay but I didn't get a chance to go to it!
You can also type in "San Francisco craft" into Google maps and it will show you more ideas!
Ok, I just found out about this so thought I'd share! There is a great ribbon store in San Fran, a whole store dedicated to ribbon of every type. I can't believe I was just there and missed going to this store. Hopefully this helps someone else out though! Looks like an amazing store.
