I like Clear Bags. They offer discounts for buying in bulk and there is an economy shipping option. I noticed, too, that I wasn't charged sales tax on my order.

Heinrich is good, but shipping cost is something to consider. I used to buy from them when Operation Write Home was still around, because they had a coupon & (I think) free shipping collaboration with Heinrich. However, they only ship orders under 150 lbs. via UPS, and it costs $$$! So be sure to factor that into your decision. I also have bought from clearbags.com in the past, but I think ran into issues with high shipping costs (I forget exactly), that caused me to part ways with them. I have most recently (though it's been a while, as I ordered about 1000 envelopes then) bought envelopes off eBay. It takes a bit of searching, you do have to pay sales tax, & you do (unless I'm mistaken) need an eBay account. But, you can often find a seller who offers free shipping and sometimes free returns, & the envelopes are about the same price range as clearbags.com. Just another option. Hope this helps!
Get on the email list for notification of sales and deals. I primarily buy clearance, especially when they have a percentage off the clearance price. I highly recommend them.
For my crafting group, I buy 5k-10k envelopes at a time. This almost always has gotten me free shipping from Envelopes.com Things may have changed since I last purchased a year ago, but will need to do another order before summer. Will come back with an update of $$ and shipping at that time. Fast shipping for me, living in IL

Clear Bags now offers an economy shipping option that's half the cost of USPS and a few dollars less than the least expensive UPS option.

I ordered 1000 A2 envelopes on February 14 and used Economy shipping. They arrived today, just 4 days after placing the order even though I picked the slowest method of shipping. Also, it was just 7.3 cents per envelope (I included shipping in that calculation and was not charged sales tax). The envelopes are good quality, too - bright white and not see-through.
Not only can you buy A2 envelopes in bulk from Clear Bags...as little as $2.90/50...but I also get my clear sleeves from them. Both the double and the slip in sleeves are available, in various sizes. Very reasonable prices, and fast service.

They have wonderful customer service too - I have had a representative call me just to let me know that an item in my ordere was going to be shipped from another warehouse. I buy envelopes, mailers, clear boxes, matboard for backing art prints... always good service and quality.
