I have my own twist, and that's literal, for making these bows, but here's a tutorial that works well. Paper Bow Tutorials at Splitcoaststampers
They can be made from magazine pages, old calendars, maps, etc, but I prefer stiffer paper, so that they are very sturdy and are reusable. I made mine from paste paper which is wallpaper paste mixed with acrylic paints and then smooshed around with different mark making tools on moistened card stock or other sturdy paper. Kind of like fancy finger painting. Lots of tutorials on the web. I sliced the dried paper into strips and then formed the bow. Finished it by attaching a punched tag with hemp twine.

Wonderful and clever way of using strips. Thanks for describing how you make the paper you used, too - I'll put that on my to-do list. And that tag is equally beautiful. What a wonderful way to dress up a gift!
