The "rolled up paper things" are called tortillions and not blending stumps. You can probably use them but they won't hold their shapes as much and you can't sharpen them.

HazelJf- Your are absolutely right about the wax in the pencils. You get what you pay for when it comes to art materials. The cheaper the pencils the less pigment (pure color) and more wax fillers....
