There are so many possibilities with this. I can highly recommend the misted marker tutorial she lists - but be careful not to over-mist or it will look washed out.
For my card, I had the garden flower set out waiting to be used, so I decided to stamp them on vellum. I embossed them in white and coloured from the back with pencil, and cut them out. The butterfly was also stamped and embossed in white. A favourite technique of mine for those is to colour the back with alcol markers and then add a clear sparkle Stickles to the front. The wet Stickles will warp the vellum and also give it rigidity - with care you can shape it a little.
The background came from my stash and was a dry-embossed stencil background. I edged it with white paint and sprinkled gold glitter on. I added the panel to a pink base and finished it off with an embossed gold birthday sentiment.

I'm not sure which I like better the bg or the flowers and butterfly...both! The flowers look really cool with the white ep and then colored...love 'em!
