Used my balloon stencil to make the bg by sponging through the balloon openings and then masking balloons as I went (made my masks for each balloon shape first). I tried to leave a bit of white on each balloon to make it look round.
Splattered with water and blotted.
Stamped the sentiment and some stars, then mounted panel on card front with dimensionals for depth.
