I used a very rough-feeling glitter paste for the snowflakes and very smooth shimmer cs for the card base and very smooth (almost velvety) blue sparkly cs for the border and sentiment.
I used a homemade stencil for the snowflakes. I mixed a bit of blue ink into a sparkly embossing paste without mixing it thoroughly. Depending how well mixed the ink was, determined how much blue shows up in the snowflakes - I quite like the variation in depth of colour.
I die cut the sentiment out of smooth blue glitter paper, and added a border of the same, and popped it up on fun foam on a cream shimmer card base that matches the snowflakes quite well.

This one really makes me want to run my fingers over it to feel the changes between the rough and smooth! The coloured snowflakes idea really works well.
