These were based on Strip Quilting Card by jillkocher. She has great instructions in her description, unfortunately I don't know how to add a link--maybe someone who has hers in their favorites can post it. It's a little time consuming, but a fun use for scraps. I messed up and ended up with a couple of sections less than 4"x4", but like they way they turned out on cards.

For the life of me I can't get a link to Jill's card to work. I'll copy her instructions here: "This was fun! I taped scraps left over from card projects together to make 1 big 8x8 "sheet" of paper and then sliced it into 1 inch strips, reassembled in a different order, sliced into 1 inch strips perpendicular to my original cuts, and did that again once or twice more. Then I cut my 8x8 sheet into 4 pieces 4x4" and used them for card fronts."
Avonlea was nice enough to post a link to card in Strip Quilting Card 1. See link to my gallery below to get to that card. I'll try putting a link to it here, but I'm not optimistic since I couldn't link to Jill's card! Link to Strip Quilting 1 which has link to Jill's card
