I used the Swirly Background stamp by justjohanna stamps to create my patterned paper for this project. The idea came from the October Issue of PaperWorks magazine (page 24.) It's super easy, up until you string the wire through and add the bugle beads (only because it was messy). Otherwise, if you are comfortable with wrapping wire (even the kind you use in scrapbooking and papercrafting), you should have no problems making this ornament.
