I started with a smooshed distress panel that was coated with blue glitter glue from my stash. It's really sparkly and almost holographic IRL. I stamped the streamers with a Kaleidacolor ink pad. Did the stamping and coloring on mailing labels. Mounted it on a pretty razzleberry-ish pre-folded cs.
