What a fun challenge - thanks, Lisa!
Cut a circle, covered with scotch glider tape then starting in the center, wrapped twine in a circle. Painted a toothpick white, after cutting off the point. Cut a white rectangle panel and stamped the sentiment. Dry embossed, front of the card base (S/U Subtle 3D) and glued the lollipop/stick to the panel, then onto the base. Glued pieces of orange and lime twine to the edges of the panel. Punched orange dots, glued and covered with glaze.

Oh my, that lollipop is simply fun. What a great idea. I also like the twin strips making the two borders -- I don't think I've ever seen twine used like that before.
