SC889, WT880, Birthday Balloons and a Parade

I found this bright yellow patterned paper with raised white polka dots in my stash; also the red dotted paper. I have no idea who made them, but I thought they would make a fun, cheerful card. I punched the balloons and colored the marching band : ) The inside says "So...what do you want, a parade??
I flipped the sketch to accommodate my image.
