Revised 1/14/22:
I kept feeling like the original card was naked--missing SOMETHING. So I went back in and added an oversized stitched balloon die cut (popped up on dimensional foam tape) with string. To color the balloon paper, I smooshed Seedless Preserves ink onto my craft mat, spritzed it with water, and dipped watercolor paper in the puddle over and over again, drying with a heat tool in between each time, until I got a color layering effect that I liked.
Since I had a free pack of heat activated foil, but no heat pen, I just used a ballpoint pen to press on the purple foil sheet to create the veins -- worked like a charm and doesn't rub off! The veins are very thin and difficult to see in the photo but are super shimmery in person. Lots of fun! Thanks for the challenge, Jean!
I got 4 pieces out of my completed background sheet, and this is the first card I made. The sentiment is stamped using two of the DOX inks used to make the background. And the watercolor panel is edged with one of those inks as well. I love how all the colors coordinate so well this way! TFL!

Oh, I can see the veins clearly, very soft and delicate. Nice colour combo. Great that you could use the heat activated foil. In that case, maybe it will work just buffing onto a tacky surface?
I'm sighing here because, not being a big video watcher, and reading the challenge in the hostess area before she posted her samples I read Jean's "centre of the sheet of paper" as a centre surrounded by empty on all sides, not a central strip from top to bottom. I think I'll have to make another sheet!
